PersistenceCore v4 Upgrade

This is a proposal to do a software upgrade to the v4.0.0 software tag of the persistenceCore codebase on block height 8589500, which is estimated to occur on Wednesday November 2nd, UTC 12:00. Block times have high variance, so please monitor the chain for more precise time estimates. # Upgrade Features This upgrade adds the following features: - Interchain Queries - Epochs Module - IBC Hooker - IBC 3.3.0 - pSTAKE’s Liquid staking module for ATOM - wasmd v0.29.1 - Cosmos SDK reflection branch Details of the release can be found [here](https://github.com/persistenceOne/persistenceCore/releases) # ATOM Liquid Staking Module pSTAKE’s liquid staking module for ATOM enables liquid staking for ATOM through the Persistence chain. Post launch, holders of ATOM who stake their assets through the pSTAKE application will be issued stkATOM on the Persistence Core-1 chain. Users will be able to benefit from lower transaction fees, faster transactions, a smoother user experience, and new DeFi use cases made possible by bringing stkATOM to the Persistence chain and the Cosmos IBC ecosystem. pSTAKE’s liquid staking module has been security audited by Halborn. # Getting Prepared for the Upgrade Follow [detailed guide](https://github.com/persistenceOne/networks/blob/master/core-1/upgrades/v4/guide.md). As always, we recommend validators utilize 64GB of RAM. Since state migration is relatively negligible in this upgrade, it is likely possible to get away with less, but still not recommended. If you are unable to have 64GB of RAM, at a minimum have a total of 64GB of swap set to prevent out of memory errors. If using cosmovisor, manually build and copy the persistenceCore binary to `~/.persistenceCore/cosmovisor/upgrades/v4/bin/`. If not using cosmovisor, wait for your node to halt at the upgrade height, then install and run the v4.0.0 binary. # Details of Upgrade Time The proposal targets the upgrade proposal block to be 8589500, anticipated to be on Wednesday November 2nd, UTC 12:00. This uses an average block time of 5.9s per block, derived from the Mintscan block explorer. Note that block times have high variance, so keep monitoring the time.
