This upgrade will halt agoric-3 chain. The software will be upgraded to agoric-3.2 and the chain will be restarted with the same state

- Includes upgrade to `Periodic Vesting’ with the ability to incrementally add new scheduled lockup tokens to an existing account
- Includes Clawback Vesting https://github.com/agoric-labs/cosmos-sdk/pull/158 Agoric OpCo developed this module for general ecosystem use and relies on this structure to provide lonterm incentives for team members and ecosystem partners. Agoric has vesting arrangements designed for this module that become active February 1, 2022, and therefore desires immediate deployment of the Clawback Vesting upgrade.
