Proposal Description

This proposal is for storing a new version(https://github.com/FigureTechnologies/restricted-marker-transfer-smart-contract/releases/tag/v2.0.0) of the existing Restricted Marker Transfer Smart Contract (current version v1.0.0 https://explorer.provenance.io/proposal/62).

The Restricted Marker Transfer smart contract is used to facilitate the transfer of restricted coin between addresses. See the README(https://github.com/FigureTechnologies/restricted-marker-transfer-smart-contract#readme) for more details .

This release changes the permissions needed to approve marker transfers. Previously, the marker ADMIN permission was required to approve a transfer, and now the TRANSFER permission is required instead. This is in anticipation of the 1.17.0 provenance release which removes the ability to grant ADMIN permission on IBC markers.
