This proposal would create a new Volume Splitting Group for allETH/Stable. It also signals incentives to move to this new grouping at the next proposal that adjusts incentives.

The current Volume Splitting Group allocates 73% of incentives to stable pairings rather than the OSMO pairings. Only stable pairings are persisted here.

This proposal is concurrent with the proposal to make Alloyed ETH the canonical version of ETH on Osmosis.
