This proposal adjusts Osmosis Liquidity Incentives according to methodology in Proposal 578 as well as making the following adjustments:

Adds 0.01% OSMO/USDC, OSMO/USDT, TIA/USDC and ETH/OSMO pools to the incentives structure by moving incentives to the Volume Splitting Groups created in Proposal 740.
Adds multiple LST pairings of Quote assets to the incentives structure by moving incentives to the Volume Splitting Groups created in Proposal 743
Completes the migration of incentives from WBTC.axl pools to native WBTC pools as approved in Proposal 729
Performing a manual bump of incentives to the ETH/STABLE category due to a low starting point of incentivization and reports of high slippage on the route.
