This proposal adjusts Osmosis Liquidity Incentives according to methodology in Proposal 578 as well as making the following adjustments:

• Adds a 0.01% WBTC.axl/OSMO pool to the incentives structure by moving incentives to the Volume Splitting Gauge created in Proposal 721.
• Adds 0.01% and 0% OSMO/ATOM pools to the incentives structure by moving incentives to the Volume Splitting Gauge created in Proposal 721
• Adds initial incentives to Native WBTC pairings with OSMO, USDC, USDT and ETH, preapproved by Proposal 670
• Adds Composability pool incentives for USDC, WBTC and USDT pools, similar pools were previously approved in [Proposal 444]((https://osmosis.daodao.zone/gov/osmosis/proposals/444)
