Proposal #27 description

This is a software upgrade governance proposal to upgrade the Akash Network mainnet at the height 8526250 to adopt Akash version v0.18.0, which includes several new features and bug fixes. By voting YES on this proposal, you approve of adding these changes.

Key features that this upgrade enables are: 1) support for IP Leases on the Akash marketplace 2) initial phases of splitting provider services into microservices 3) code changes to support Cosmos Inter Chain Accounts (ICA) and IBC3.
