**This governance proposal is to rebalance and reallocate farming incentives to active pairs on Crescent DEX.

The rebalance is based on pairs that have not shown a significant value to our DEX, based on trading volume, TVL, and more. The aim is to reallocate farming incentives to appropriate pairs that will further maximize the utilities of Crescent DEX, as well as minimize excessive inflation.

New pairs are expected on Crescent DEX, especially with the coming V5 upgrade, which will shift the incentivizing to more relevant tokens including Snowball enabled, and those that show large volumes of trading, as well as private positions created.
