Increase the Deposit Amount for Crescent Governance

Current Overview
Over the past couple of months, the network has been hit by a constant stream of 'spam' or 'malicious' proposals. As validators and community members alike, we have been constantly voting NoWithVeto (NWV) to ensure that the proposer's tokens are burned.
Currently, the cost to put a proposal on-chain is around $60 (2000 CRE * ~$0.03c). This amount clearly has not deterred any of these proposals from going live.
##New Changes
We at Simply Staking are proposing:
- Increase the Minimum Deposit to 7500 CRE. This would increase the value from $60 to $225 for a proposal to go live.
- Decrease the Max Deposit Period down from 5 days to 1 day. This would ensure that any spam proposals would not filter out any useful proposals that might require a deposit.
We are hopeful that the proposed changes will help mitigate the malicious proposals from going live and protect the network participants from putting their funds at risk.
Please note: We will monitor the price and parameter and adjust in the future if necessary through another governance vote.
##Voting
- By voting YES, you agree that the minimum deposit for a proposal to enter the voting period should be increased from 2000 CRE to 7500 CRE and that the deposit period should be dropped to 1 day.
- By voting NO, you disagree that the minimum deposit for a proposal to enter the voting period should be increased from 2000 CRE to 7500 CRE and that the deposit period should be dropped to 1 day.
- By voting ABSTAIN, you formally decline to vote either for or against the proposal.
- A 'NoWithVeto' vote indicates a proposal either (1) is deemed to be spam, i.e., irrelevant to Crescent Network, (2) disproportionately infringes on minority interests, or (3) violates or encourages violation of the rules of engagement as currently set out by Crescent Network governance.
